As an EU citizen, may I buy a plot in Poland?

Yes. EU citizens have been able to buy property in Poland without a permit since the transitional periods ended (2016). The purchase is completed before a Polish notary; you are then entered in the Polish land register.

What does “Warunki Zabudowy” mean and what may I build?

“Warunki Zabudowy” (WZ) is an individual building-rights certificate for plots without a development plan. A valid WZ decision is in place for “Soldin – Lakeside View”, permitting detached single houses and semi-detached houses.

Are the plots serviced?

Electricity runs along the road. For the water connection, a municipality-approved connection project is in place — the cost is included in the purchase price. The plots are accessible year-round via a surfaced track.

What additional servicing costs should I expect?

Electricity: the network operator is ENEA. The connection fee depends on the capacity ordered (15–20 kW) and the cable length. A realistic total including the project, meter pillar and groundwork: approx. €1,200–3,500.

Water: the project is included in the purchase price. Allow approx. €45–80/m (groundwork, laying) plus the tapping (approx. €230–350).

Wastewater: as there is no central sewer, a soakaway or small treatment plant is needed — allow approx. €1,500–3,000.

As an EU citizen, may I buy a plot in Poland?

Non-EU nationals can also buy under certain conditions — usually with the approval of the Polish Ministry of the Interior. The purchase is completed before a Polish notary; you are then entered in the Polish land register.

What incidental costs apply when buying?

The purchase price includes 23% VAT, so no transaction tax (PCC) applies. Only about 1.5% notary & land-register entry and 0% agent remain — so roughly 1.5% total incidental costs. See the worked example above.

Do I need an interpreter at the notary?

If you do not speak Polish, a sworn interpreter is required by law, or the deed is drawn up bilingually. On request, an English- or German-speaking interpreter is arranged for the notary appointment.

What does “Warunki Zabudowy” mean and what may I build?

Can I swim in Lake Soldin?

Yes. Jezioro Myśliborskie (Lake Soldin) is an officially designated EU bathing site with two supervised beach sections in Myślibórz. Water quality was most recently rated “excellent” — the highest EU category. The bathing season usually runs from June to the end of August.

Can I use a motorboat or jet ski on Lake Soldin?

Yes. Motorboats with combustion engines are permitted on Lake Soldin (Jezioro Myśliborskie) — the lake is not a full conservation no-go zone for watercraft. A quiet zone with a speed limit (15 km/h) applies in the town area of Myślibórz; the northern part of the lake directly in front of the plots is not affected. Boats are launched at the Szkuner marina in Myślibórz (approx. 3 km). The fact that the lake regularly hosts European powerboat championships underlines its suitability as a motor lake. Please confirm current rules with the Myślibórz municipal administration.

Can I fish in Lake Soldin?

Yes. Lake Soldin is a productive fishing water with 29 fish species — including pike, zander, perch, eel and catfish. Fishing from a boat is expressly permitted; combustion engines are allowed on the lake. Permits are available from the Polish Angling Association (PZW Myślibórz) as a day ticket (approx. 10 PLN from the shore / 20 PLN from a boat), as well as weekly or annual tickets. The lake lies directly in front of the plots — your own rowing boat or kayak can be launched easily from the shore.
